The European Association of Tax Law Professors (EATLP) was established in 1999 in order to contribute to the development of a common approach to the study of tax issues, the harmonization of taxes within the European Union, and the promotion of academic teaching and research on international, domestic and comparative taxation at the universities in Europe. To achieve these goals the Association organizes an annual congress, promotes contacts between professors of tax law within Europe, and makes efforts to establish tax law curricula at all universities in Europe. The annual congresses of the EATLP take place in different countries under cooperation with a local hosting university. The 2014 EATLP Congress was held in Istanbul by the organization of Koç University College of Law between 29 and 31 May. The congress topic was decided by the EATLP executive board titled “New Exchange of Information versus Tax Solutions of Equivalent Effect”. The topic covered not only the OECD work on Base Erosion and Profit Shifting but also FATCA (Foreign Account Tax Compliance Act) of the US Ministry of Finance and automatic exchange of information. The Congress was organized under different sessions on the topic as designed by the Academic Committee, general reporter and the team of national and topic reporters. There were around 200 participants from various European countries.
